License
to Learn is an incentive program designed to motivate elementary public
school students to excel in literacy and mathematics.
Public school students who began second grade in 2001-2; 2002-03;
or 2003-04 (or 3rd, 4th, and 5th graders this school year 2004-5) are
eligible to participate in License to Learn. This year's (2004-5)
5th graders will be the first class eligible to receive a computer or
other technology-based awards in 2006 for meeting
License to Learn
Program Guidelines.
License to Learn
will be active for three years.
CRITERIA: Students must have
- 95% attendance in grades two through six.
- Proficient level scores in both literacy and mathematics on the state’s
6th grade ACCTAP exam.
Students must also have had attended an Arkansas public school for three
complete school years.

review of the program criteria.
In Fall 2004,
school principals will be notified by mail to submit a
School Registration Form to the
Foundation on behalf of the children in the school.
Flyers detailing the program will be
mailed to schools as well. These flyers will be sent home with students
so parents can be informed, too.
Students meeting eligibility criteria outlined above each year may be
rewarded with an interim incentive, to be coordinated by the local
school, school PTA and/or Chamber of Commerce.
Following the completion of school year 2004-05, principals will be
asked to submit a Year-End Report to
the Foundation indicating the number of children who have thus far met
the program criteria. In school year 2005-06, students completing their
sixth grade year and meeting all program criteria during all five
academic years will have their names sent by school principals to the
Committed to Education Foundation on a
Student Qualifying Report Form.
Qualifying students will be notified by mail from the Foundation
regarding the procedure for claiming their awards.
